华北能源监管局关于定期报送用电报装信息的通知

国网北京市、天津市电力公司，国网河北省、冀北电力有限公司，内蒙古电力（集团）有限责任公司：

    为进一步加强供电服务监管，提高电力用户办电质量和效率，促进华北区域用电营商环境持续改善，根据《电力企业信息报送规定》（国家电力监管委员会第13号令）及国家能源局有关工作要求，华北能源监管局将组织开展供电企业用电报装信息定期报送工作，现将有关事项通知如下：

    一、信息报送内容

   信息采集对象为报送周期内已送电的高压报装及增容、小微企业（容量在160千伏安及以下）办电业务；信息内容包括平均办理时长、所需环节、申报材料和接电费用等（详见附件表格）。

    二、报送形式和期限

   请各电力公司自2018年起，每半年（当年的7月20日和下一年的1月20日前）通过电子邮件向我局报送用电报装项目相关信息。

    三、工作要求

   各电力公司要高度重视用电信息报送工作，指派专人负责，明确工作程序，确保信息报送及时、准确、完整。

    我局将对报送的信息进行定期抽查。发现瞒报、漏报或提供虚假信息的，将按有关规定处理。用电报装信息报送情况将作为我局日常供电监管工作的重要内容，对发现的问题进行通报。

The Regulation of Reportingthe Applications

For Getting Electricity at RegularIntervals by North China Energy Regulatory Bureau

In order to further strengthen thesupervision of power supply services, improve the quality and efficiency ofpower connection, and promote the continuous improvement of the doing businessenvironment for electricity use in North China, the North China EnergyRegulatory Bureau will require the electric power enterprises to reportapplication information for getting electricity periodically according to the“Regulations on Reporting Information of the Electric Power Enterprises” (DecreeNo. 13 of the State Electricity Regulatory Commission) and relevantrequirements from the Natinal Energy Administration. Hereby notify the relatedmatters as follows.

1.    Content of reportinginformation

The information reporting refers toapplications that have been successfully connected to electricity within thereporting period, including the high-voltage electricity and increasedcapacity, and electricity business of small and micro enterprises (no more thana capacity of 160 kVA). The reporting information includes the averageprocessing time, procedures, application materials, and charges for electricityconnection. (see the attached table for details).

2. Reporting method and deadline

All electric power companies arerequired to report information about getting electricity projects to the NorthChina Energy Regulatory Bureau by E-mail every six months (before July 20th ofthe current year or before January 20th of the following year) from 2018onwards.

3.Requirements

All electric powercompanies must attach great importance to the information reporting work,andmake sure that someone in charge of this .As well as  all electric power companies should identifythe work procedures and ensure reporting information timely, accurately andcompletely.

   Our Bureau will conductregular checks on the reported information. Power company who have given afalse report,failed to report ,or provided a false information , will bepunished by the government according to relevant regulations.
